Financial conditions of the implementation of urban regeneration programmes in Europe and Poland

The article presented below is an attempt to represent synthetically the financing problem of urban regeneration programmes, embracing the renovation of decapitalized housing stocks, industrial, port- and post-military areas. The revitalization as a complex and long-term process of eliminating the social-economic and spatial deficits demands from state and municipal authorities, property developers, inhabitants and also the other performers of the revitalization process to elaborate unusually precise tools to finance these extraordinarily complicated undertakings. The course of the evolution of the financing model of revitalization undertakings has been discussed on the example of the West-European cities, beginning from the situation, where the renovation costs almost altogether were borne by the state, and finishing on more current programmes, realized in the scope of a public - private partnership. The financial aspect also refers to the situation of Polish cities, which in many cases, in spite of the range of serious administrative - legal and economic barriers, succeeded in creating effectively functioning systems of financing the revitalization ventures.
